Bulgaria’s economic outlook
In 2022, Bulgaria's economy showed positive growth despite high inflation. Strong export growth, increased wages, and social transfers facilitated the country's economic expansion, which offset the impact of rising consumer prices. Notwithstanding, private consumption growth slowed in the first half of the year as inflation kept increasing.
However, consumer demand rebounded in the second half of the year due to continued growth in disposable income and some moderation in month-on-month inflation dynamics. The downward trend in fixed capital investment, which began in 2021, persisted in 2022. The growing prices of investment goods in construction and equipment likely suppressed new investment.
Despite this, GDP increased by 3.9% in 2022, indicating a positive economic outlook for the country. The country's economic path is expected to be determined by the interplay of wage and price developments, with short-term indicators and inflation figures suggesting that inflation will decline gradually over the forecast horizon.
Bulgaria's economy is expected to expand in the coming years, with real GDP growth of 1.4% in 2023 and 2.5% in 2024. While inflation figures indicate a gradual decline, service price inflation is likely to persist.
Despite this, the tight labor market is expected to fuel continued strong wage growth, which should support household consumption.
The bilateral trade in goods between the United States and Bulgaria increased significantly in 2021, reaching $1.5 billion, a 22% increase over the previous year. These numbers indicate that the economic relationship between the two countries is strengthening, presenting new opportunities for U.S. companies to expand their operations in Bulgaria.
Recent data from January to June 2022 show even more promising results, with total trade numbers increasing by almost 53% over the same period last year. This growth reflects the continued positive trend in the Bulgarian economy, with an increasing number of businesses seeking to invest and expand their operations in the country.
Is Bulgaria a good place for business
One of the most significant advantages of Bulgaria is the country's low corporate tax rate. At just 10%, it is one of the lowest rates in the EU, making it an attractive destination for businesses looking to reduce their tax burden. Also, Bulgaria has a favorable tax system, with no double taxation agreements, which means you will not be taxed twice on the same income.
The country has a robust educational system, with a focus on STEM (Science, Technology, Engineering, and Mathematics) subjects, which produces a highly skilled workforce. Furthermore, English is widely spoken and taught in schools, making communication with employees and clients straightforward.
EU Recovery Fund
Bulgaria's economy is set to receive a boost from the EU's post-COVID recovery grant funds, with a significant allocation of EUR 6.2 billion over a six-year period (2021-2026). The funds will be used to improve the country's economy in critical areas such as green energy, digitalization, and private sector development. This investment will create new business opportunities and help to drive economic growth in the country.
Bulgaria has secured the approval of the European Commission for its plan to invest 1.87 billion euro in various projects under its regional development operational program for the period 2021-2027. The investment will be made through the Regions in Growth program, which will primarily focus on urban development projects emphasizing green initiatives in the country's ten largest cities.
The program prioritizes financing for various investments, including road upgrades, health, educational, economic, social, and cultural infrastructure, energy efficiency, sustainable urban mobility, tourism, sports, a green urban environment, and public space improvements.
This investment plan demonstrates Bulgaria's commitment to sustainable development and green initiatives. The funds will be allocated towards various initiatives that are aimed at improving the quality of life of its citizens while also ensuring that the country is well-positioned to meet its long-term economic goals.
Eurozone
The Bulgarian government is set to adopt the Euro in 2025 after joining the European Exchange Rate Mechanism (ERM II) in July 2020 and the EU's Banking Union in October 2020. This move is expected to eliminate currency risk, reduce transaction costs, and improve the country's trading relationships with key European partners.
The adoption of the Euro will have a significant impact on the Bulgarian economy, making it easier for businesses to operate and access financing. It will also increase the country's attractiveness as an investment destination, particularly for businesses looking to expand their operations in the EU.
Foreign Investments
Bulgaria's business environment is favorable to foreign investment, with no legal restrictions on foreign ownership or control of firms. Foreign entities receive the same treatment as national firms, and their investments are not screened or restricted, with some exceptions. This policy creates an open and welcoming business environment that encourages foreign investment.
Bulgaria's software development, technical support, and business process outsourcing sectors are experiencing significant growth. These sectors have attracted many U.S. and European companies, leading to the establishment of global and regional service centers in the country.
The Information Technology (IT) and back-office outsourcing sectors are rapidly becoming the backbone of Bulgaria's economy, contributing to the country's economic growth and creating new job opportunities for its citizens.
In addition to the IT and outsourcing sectors, Bulgaria's automotive sector has seen a surge in foreign investment in recent years. The country's skilled labor force, low-cost production, and strategic location have attracted U.S. and foreign investors, making it an appealing destination for automotive investment.
Bulgaria's strategic location in Southeast Europe allows businesses easy access to the EU, Asia, and the Middle East. The country's well-developed infrastructure, which includes modern transportation and communication systems, makes it an ideal location for international businesses.
